The HMRC Cardiff project is part of a broader UK Government strategy aimed at reshaping and modernising the civil service workplace. Through the development of new regional centres, HMRC is consolidating its estate into fewer, larger, and more efficient office environments that support a modern, flexible workforce.
This particular scheme involved the transformation of a 240,000 sqft space within a new-build development in central Cardiff. Following the completion of the building’s shell and CAT A works by Sir Robert McAlpine in November 2019, the next phase focused on delivering a high-spec CAT B fit out to meet the operational and technological needs of HMRC.
Situated in a prominent location within Cardiff, the building now functions as a key regional hub—bringing together staff from multiple locations into a single, collaborative working environment. The site plays an important role in HMRC’s wider estate transformation programme, supporting its long-term goals of increased efficiency, enhanced service delivery, and improved employee experience.
The scope of works spans 11 floors, incorporating a mix of cellular offices and open-plan workspaces to support a variety of working styles. A specialist meeting and conference centre has been delivered on the first floor, designed to host a range of internal and external events. On the ground floor, a new café and dining space has been created, providing a central social hub for building occupants and enhancing the day-to-day working environment.
The primary aim of the project was to deliver a high-quality, collaborative workspace built to international office standards, while remaining sensitive to its regional context. The new environment is designed to serve as HMRC’s central hub in Wales. Supporting flexible working, encouraging collaboration, and reflecting the identity and character of the region.
Within our installation we allowed for a CommScope NetConnect solution. We installed 11,000 Category 6A FFTP Horizontal Cabling, 164 x OS2 24 core fibre optic links, 105 x OM4 4 core fibre optic links, 12 x100 pairs, 10 x 50 pairs and 18 x 20 pair voice cables. The 11 Equipment’s rooms were furnished with 110 x 47U 800×100 Prism Data Cabinets.

The project was delivered to a high standard, with a future-proofed structured cabling system designed to meet current and long-term business needs. From Stage 3 design through to final installation, Datel ensured a seamless delivery process, maintaining full compliance with industry standards and aligning closely with the client’s technical requirements.
Successful collaboration with AECOM and key stakeholders played a central role in the project’s success, enabling clear communication and efficient coordination throughout.
